Thanks to a personal enquiry and its result.

I feel very confident to enter into correspondence with you. I am the Secretary to the EXTERNAL DEBT REVIEW COMMITTEE of the Federal Republic of Nigeria. The Committee is charged with responsibility of authenticating and verifying debts on Nigeria accrued through its Federal Ministries and parastatals.

The purpose of this letter is to seek for your co-operation. The co-operation expected of you is that the Chairman of the Committee and myself are seeking for an oversea's Company that is reliable and capable to receive a total sum of Seventy-Five Million US Dollars (US$75,000,000.00) at three different times, spilt into US$25m at any one time. This amount represents only an excess between varified debts on the government already paid and the allocation of US$1.5 billion received by the committee for external debts settlement in the year, 1995.

We will therefore be ready to negotiate with any foreign firm that will be willing to put in an application through my committee to receive the funds. Committee Chairman and myself have agreed to allow between 20% and 30% as a share to the foreign participant whereas the balance will be held on trust for us pending a feasibility study in areas of viable investments within your country.

On signifying your interest in this matter, I shall further direct you on procedures. Finally, accept this letter as my personal contact with you as it is written in my personal capacity. Treat its content with absoulte confidentiality, restricting communication to the above telephone and fax lines which are my direct lines in the office.
