Yugoslav ambassador warns of possible new conflict

VIENNA, Tuesday - The Yugoslav ambassador to Vienna, Rados Smiljkovic, warned
today of new conflicts in Southeast Europe, adding that the process of
carving out new borders in the Balkans was not yet over. Smiljkovic told
media in Vienna that the pressures now building against Yugoslavia closely
resembled events prior to last year's NATO bombing. The Belgrade authorities
were doing all they could to prevent a new war, said the ambassador, despite
the exacerbation of conflicts among political currents in Yugoslavia similar
to that which had happened in the period before the NATO attack.

Albanians leaving south Serbia

GENEVA, Tuesday - Albanians are leaving the region of southern Serbia along
the Kosovo border in increasing numbers, the UNHCR reported today. UNHCR
spokesman in Geneva, Chris Janowski, said that the Albanians say they are
fleeing because of the conflict around the village of Dobrosin and incidents
last weekend. The UNHCR reports that about 6,000 Albanians have left the
municipalities of Presevo, Bujanovac and Medvedja since last June. Between
60,000 and 70,000 remain.

Kouchner and Reinhardt tell Security Council to define aims in Kosovo

NEW YORK, Tuesday - UN Kosovo mission chief Bernard Kouchner yesterday called
on the Security Council to define its political aims in Kosovo more clearly,
saying that the status quo in the province was untenable. KFOR Commander
Klaus Reinhardt told the Council in closed session that he intended to
implement the clause of its Resolution 1244 which allows the return of a
limited number of Yugoslav security troops. These would identify and clear
minefields and secure a Serb presence at border crossings and around historic
monuments. Reinhardt said that when this would happen depended on future
events, adding that the Yugoslav forces would need to be protected by NATO.

Reinhardt also warned Albanian extremists against attempting to destabilise
the Presevo region in southern Serbia. The KFOR chief told media at UN
headquarters that KFOR had been reorganised to increase border security and
better control movements in and out of the Presevo region.
